Guowang ("national network") is China's state-run LEO broadband mega-constellation, operated by China SatNet under central government direction. Its ITU filings cover nearly 13,000 satellites across many orbital shells; first satellites launched in December 2024 after years of quiet preparation.

A constellation as national strategy
Guowang's founding logic is the one Starlink taught every government: LEO broadband is dual-use infrastructure, and dependence on a foreign provider is a strategic exposure. The programme concentrates China's response — sovereign connectivity for domestic and Belt-and-Road markets, resilient communications for state users, and a claim staked in orbital spectrum before first-mover constellations absorb it. Its structure mirrors that intent: a central SOE with priority access to launch capacity, national factory investment, and none of the quarterly-results pressure a commercial operator faces. The consequence for outside observers is opacity — progress is best measured not from announcements but from what surveillance networks and public trackers actually see climbing to the shells.
The ITU clock behind the cadence
Mega-constellation filings are use-it-or-lose-it. Under the ITU's milestone regime a non-geostationary system must deploy 10% of its filed satellites within two years of the end of its regulatory period's first deadline, 50% within five, and 100% within seven — otherwise the filing is trimmed to what actually flies. For a ~13,000-satellite filing the arithmetic is sobering: hundreds of launches this decade, sustained at a rhythm only heavy-lift reusability or an enormous expendable production line can support. That pressure explains China's parallel investment in new launch vehicles and pads, and makes Guowang's real-world launch rate — visible batch by batch on the tracker — the single most informative statistic about whether the national network arrives at anything like its filed size.
